- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), Division of Extramural Research Activities (DERA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Andor Technology 425 Sullivan Avenue, South Windsor, CT., 06074, for the purchase of Andor Camera 512x512, 16UM, EMCCD, BV, 10MHz, with the following specifications: Optical Trapping Microscope which is used to measure the mechanical performance of single myosin molecules. It must have image fluorescently-labeled actin filaments for routine trapping and also able to image the position of the trapping laser beams. The camera shall be compatible with two existing models DU-897D-CSO-#BV manufacture by Andor which is used on the Total Internal Reflector Fluorescence (TIRF) Microscopes. The cameras must be well suited TIRF measurements given the systems low level of black current and the high quantum efficiency which results in a very high signal to noise ratio. Purchase of this camera shall include a one (1) warranty and installation. The sole source determination is based upon the fact that the Andor is the manufactured of two existing Andor cameras in the government lab, and the current camera shall be compatible. The camera will allow the government to continue on going projects such as allowing them to image single fluorophors at near video rate. The use of the Andor camera is also merited given the extensive experience the lab has with this particular camera. By purchasing an upgrade model this will avoid the unnecessary training to operate a different camera. Therefore the Andor is the only known system that meets the Government?s minimum needs. Industry Classification (NAICS) Code is 334516/500 employees is applicable to this requirement. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
