- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Agencourt Bioscience Corp 500 Cummings Center, Suite 2450, Beverly, MA 01915 to perform custom sequencing of DNA samples. By utilizing high throughput sequencing methods this vendor can provide results of identifying gene defects in various patient samples within 2 weeks. This is key as patients present with numerous diseases being studied by Labs within NHGRI. It would take the NHGRI labs at least one month to process the patient samples, costing more in time, money, supplies and equipment use. In addition to being able to provide high throughput for quick turnaround time this vendor has custom designed primers for each exon/amplicon of Panels A-E. This is an advantage because it gives the ability to process or run any amount of samples with the same primers sets and conditions with no additional cost associated with it. The sole source determination is based upon the use of this particular custom sequencing services from Agencourt Bioscience Corporation as it relates to the genetic disease studies for the National Human Genome Research Institute. We must continue to purchase these items in order to avoid the introduction of new variables into the experimental results and to avoid long delays resulting from retesting of products from other potential suppliers. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
