Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with University of Florida, Survey Research Center, 221 Matherly Hall, University of Florida, Gainesville, FL 32611 to develop computerized assessment tools for the Family Communication Interview within the Risk Dissemination Mental Model Project. The purpose of the project is to 1)assess the accuracy and consensus of family members? mental models of the diffusion of risk information through the family system and 2)evaluate whether a small subset of family members? mental models of the diffusion of risk information network, support network, and advice seeking network will accurately inform us about the familial social structure. The support services for this project include: ? Programming: Web-based and Telephone Surveys: Custom survey instruments will be developed for both web and telephone applications. ? Survey Debugging & Troubleshooting: All programs and data transfer processes will be tested and debugged. The instrument debugging process will involve client feedback and approval. ? Sample Development: Additional survey contacts will be developed during the initial survey administration process. This process will be carried out by trained interviewers. The sole source determination is based upon the fact that the Survey Research Center under the guidance of Dr. Chris McCarty has extensive expertise in programming surveys and conducting telephone interviews that utilize a social network research paradigm. The have an active research agenda in the area of social networks, specializing in the measurement and analysis of personal networks. In addition they are experts in survey research methods, software design for computerized data collection, and designing network assessment tools. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541511 and the Size Standard is $23.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
