Description
NASA/NSSC has a requirement for a leadership training course for non-supervisors. The class would take place on site at Kennedy Space Center on February 4-8, 2008 and May 12-16, 2008. This course seeks to groom aspiring leaders for future supervisory and management positions. NASA/NSSC intends to purchase these services from Dr. Marc DeSimone of ILDC (International Leadership Development Consortium, Inc.), 1201 Captain's Court, Towson, Maryland, 21286. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1) Dr. DeSimone has an extensive past in providing leadership training for KSC and has specifically designed a program for the Engineering Directorate to assist them with matrix organizations; 2) the leadership course is a continuation of previous supervisory training provided by ILDC to KSC -- courses which build on each other and were created specifically for the center; 3) another contractor would have to duplicate extensive effort in inverviewing KSC HR, OD and NE management, develop course materials and obtain approval by NASA management; 4) all of the preceeding would result in a significant increase in time and cost in order to gain the specialized knowledge already achieved by ILDC as well as unacceptable costs, delays, and inefficiencies ins the support of this critical training to the Engineering Directorate. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 24, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
