Description
NASA/GSFC has a requirement for ONE (1) SMALL FLEX UNIVERSAL FORM AND TRIM SYSTEM AND TOOLING with the following technical specifications: System: 1. Floating Anvil requirement allows adjustment of the distance from the bottom of the package (electronic component) to the PWB automatically to within +/- .001". 2. Micrometer Adjustment requirement allows the operator to adjust the stand-off height manually for forming and trimming packages of varying construction. 3. Centering Station requirement allows higher throughput (component count) and hands-free operation. 4. Removable Die requirement allows variability of the shoulder length, radius size, foot length, and component lead thickness by replacing the die without removing the tool from the press. 5. Adjustable tip-to-tip length requirement incorporates an anti-backlash feature and digital readout of the length dimension. 6. Adjustable cut length requirement allows infinitely variable length dimension up to 3.0". 7. Adjustable component body length requirement allows infinitely variable body width dimension up to 2.0". 8. A2 Hardened Tool Steel requirement with hard chrome plating permits maximum wear and corrosion resistance. 9. Mil-Std-2000 compatible requirement for mounting electronic components. 10. Bench air press w/controls - Built-in stepper motor with height control for automatic standoff controlled tooling. - External Power Supply requirement for maintenance efficiency. - Emergency Shut-off Switch and two-hand control requirement for safety. - Dowel pins for tool location - 1 year warranty Tooling: Center Stage: 1) Infinitely adjustable 2) Hardened tool steel construction 3) Accurate 90 degree indexing requirement for positioning Quad- packages, such as large expensive FPGA's, quickly and with precision. Manual Loader w/Vacuum: 1) Precision arm movement w/ ball slides 2) Adjustable vacuum pick-up arm w/ suction head Training (1 to 2 days); Travel; Installation; and Shipping This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-8371, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) on September 19, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
