Description
The Federal Communications (FCC) intends to negotiate a non-competitive purchase order with Mellon Bank, N.A., 1 Mellon Center, Suite 3831, Pittsburgh, PA 15258-0001. The Commission will acquire from Mellon Bank, N.A. for an auction upfront payment lockbox provider (AUPLP) to provide support services to collect, monitor, record, and maintain the upfront payments for the FCC?s Auction Program for a base period of 1 year with a unilateral six (6) month option period. Description of Supplies/Services: The AUPLP and TDF support services shall include the following tasks: Task 1: Lockbox Support. Mellon Bank shall provide auction upfront payment accounting and reporting and provide a primary warehouse of the payment data and information in order to provide accurate and comprehensive report?s on each qualified auction bidder?s payment histories. This shall include: a. Prompt customer service in order to obtain information from FCC Auction participants who fail to properly complete the required forms. b. Prompt response to changes in FCC program requirements. c. Current lockbox provider shall use the stamped ?receipt date? when processing Form 159?s (Remittance Advice) and any accompanying documents. d. Ability to process incoming wire transfers and capture necessary data in order to determine who made the payments. e. Ability to key, capture, and transmit remittance data (FCC Form 159). f. On-Line access to deposits, wire transactions and DDA information. g. Audit trail for all remittances. h. Receipt date capturing in order to ensure proper credit. i. Compliance with FCC?s rules and SAS-70 certification that encompasses NIST SP 800-53 controls. j. Provide reports based on FCC defined needs. Task 2: TDF Account. Mellon Bank shall deposit all upfront payments in a non Treasury Demand Account. The upfront money is first deposited into a deposit account for restricted transactions Illiquid Account. After 7 days, it is moved to another deposit fund account for unrestricted transactions Liquid Account. It remains there until 45 days after the close of the auction unless a refund is authorized by AMD-FO. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quote. Written response to this synopsis should be received within 5 days of this announcement, and should include sufficient documentation to establish capability to fulfill the requirement. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
