Description
This is notification that the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command intends to post answers to previously submitted questions regarding Draft Request for Proposal (RFP) W9113M-07-R-0005 on September 17, 2007. The questions and answers will be posted on the U.S. Army Space and Missile Defense Command website at www.smdc.army.mil/Contracts/Contracts.html. Select STARS-IO to access the file. The Scope of Work (SOW) and the Department of Defense Contract Security Cla ssification Specification (DD 254) for this effort have been revised to require a Facility Clearance at the Top Secret level and Safeguarding at the Secret level. The SOW and DD 254 are For Official Use Only. All interested parties (including those who have previously responded) must provide a U.S. mailing address, not later than September 21, 2007, to receive a copy of the SOW and DD 254. Addresses should be provided by e-mail to dianne.trimble@smdc.army.mil. The subject line should read STARS-IO fol lowed by Company Name. The body of the e-mail should provide a point of contact name, mailing address, business size, and CAGE code. The SOW and DD 254 will be mailed, on or about September 24, 2007, ONLY to those responding by September 21, 2007 with th e above information. It is anticipated that the Final RFP will be posted to the U.S. Army Space and Missile Defense Command website at www.smdc.army.mil/Contracts/Contracts.html on September 27, 2007. The RFP file and all attachments can be accessed by s electing STARS-IO. Paper copies of the RFP will not be provided. The STARS-IO effort requires the contractor to review all previous information assurance (IA) related work, determine the status of each Program/Project Manager (PM) system within the appro priate IA accreditation process, and develop a detailed IA Program Plan to support the timely accreditation of each P M system. The contractor may be required to develop a Program Protection Plan for each PM managed system. Each Program Protection Plan m ay include anti-tamper and System Security Management Plan (SSMP) annexes. This effort is a Small Business Set-Aside. The North American Industrial Classification Systems (NAICS) code is 541710 with a small business size standard of 1,000 employees. Thi s effort is not open to foreign nationals. The government contemplates awarding an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a planned period of performance of twenty-four (24) months with three (3), one (1) year options for a total pe riod of performance of sixty (60) months or five (5) years.
