Description
The US Army Corps of Engineers, Omaha District, intends to execute a commercial award under other than full and open competition-sole source basis to the Yankton Sioux Tribe, in accordance with FAR 6.302-1. This requirement is for a Traditional Cultu ral Property Survey of State Recreational Areas and Corps Lands Surrounding Lewis and Clark Lake, Yankton, South Dakota. The work to be accomplished by the Contractor shall consist of a) a TCP survey of State recreation areas and all U.S. Army Corps of En gineers lands along the shores of Lewis and Clark Lake, b) monitoring of cultural resource sites at Lewis and Clark Lake and Lake Francis Case, and c) development of a memorandum of agreement (MOA) for implementation of the Native American Graves Protectio n and Repatriation Act (NAGPRA). The TCP project involves the identification, recordation, and mapping, through use of Global Positioning Systems (GPS) equipment, of all TCPs located on the aforementioned lands. The ground cover is expected to be moderate to dense. Under the site monitoring project, the contractor shall complete site monitoring of cultural resource sites listed in the Monitoring and Enforcement Plan, dated April 2005, to document existing natural and human impacts to the sites. All of th e sites to be monitored are on land under the jurisdiction of the U.S. Army Corps of Engineers, Omaha District (Corps). Sites could contain human remains that are vulnerable to exposure by continuing or intermittent shoreline or bank erosion. Critical si tes for monitoring are listed in the Monitoring and Enforcement Plan developed under the provisions of the programmatic agreement for the Operation and Management of the Missouri River Main Stem System for Compliance with the National Historic Preservation Act as amended. Procedures included in the Monitoring and Enforcement Plan shall be followed. The MOA project will require the contractor to update, amend, organize and implement NAGPRA related requirements of the existing document. All work shall be c omplete by 1 November 2008. This notice is not a request for proposals. However, all proposals or responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations will be issued as a result of this announcement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government.
