Description
The U.S. Army Tank-automotive and Armaments Command (TACOM) along with PM Light Tactical Vehicle (PM-LTV) Warren Michigan is conducting a Sources Sought Market Survey. The purpose of this market survey is to determine industry capability in providin g Lifting Jack technologies that meet the following requirements. This market survey is for planning purposes only and is in no way binding on the Government and does not represent an established requirement. The Government is not requesting any interest ed or potential suppliers to incur any expenses of any kind in connection with their review of the market survey questionnaire or their response to the survey. The Government does not intend to award a contract on the basis of this survey or otherwise pay for information requested. Background: The current 3.5-ton scissor jack issued with the HMMWV at production is not capable of lifting fully loaded HMMWVs equipped with the improved armor package creating a significant safety issue for Soldiers. Due to the addition of increased arm or protection and increasing field payloads the vehicles sit much lower on their suspension making placement of the current jack difficult. As a result vehicle weights increased to approximately 15,400 lbs. The increased weight and ultimately reduced gro und clearance reduces access to the approved vehicle lifting points. The improved HMMWV Lifting Jack technical capabilities include the following. We ask that you comment on your capability of each of these requirements Shall lift any corner of a 15400 lbs (8800 lbs rear to 6600 lbs front axle weight) vehicle with tire completely removed to allow for wheel replacement. Objective is 17000 lbs. Shall meet lift requirement when using any improved or unimproved surface including but not limited to pavement mud sand wet sand snow gravel and dirt. Shall meet lift requirement when placed on longitudinal and or lateral grade of 7 percent. Shall keep vehicle safe and stable throughout lifting process and at tire-change height. Shall withstand a proof load of 12800 lbs at full extension for 10-minutes. Objective is 14100 lbs. Shall require input effort no greater than 54 Joules. Shall meet lift requirement at a minimum of 100 consecutive full-stroke lifts. Time to assemble jack system and lift vehicle to allow for wheel replacement shall be no greater than 5 minutes. Objective is 2.5 minutes. Time to lower vehicle and disassemble jack system shall be no greater than 1 minute. Objective is 0.5 minutes. Jack system assembly and task shall be performed by no more than one soldier. Jack system weight shall not exceed 80 lbs. Objective is 16 lbs. Jack system size shall not exceed 3.0 cubic feet. Objective is 0.6 cubic feet. Jack system maintenance shall require lube grease points only. Objective is a completely maintenance-free system with no wear parts. To assist you in the ground clearance of the HMMWV, the following estimates are provided as an example When one corner of a HMMWV is resting on the runflat testing has shown that ground clearance to the lower control arm can be as low as 5 inches or less, depending on vehicle loading, terrain, and other factors. Similarly, ground clearances to the rear crossmember and rear bumper are approximately 14 inches and 20 inches respectively. You might choose to visit a National Guard or Depot to become familiar with ground clearances for the HMMWV when determining your products capability in meeting our requirements.
