Description: We intend to issue a FFP contract to Lumistar, Inc. on a sole source basis. Range Operations, WSMR NM has a need to rapidly conduct systems operability test prior to a mission using the new Shaped Offset Quadrature Phase Shift Keying (SOQPSK) modula tion format. This contract is for a Rackmount Telemetry Simulator that is compatible with existing equipment operating with the SOQPSK. Lumistar is the only vendor with a simulator capable of operating at a rate of 20 megabits per sec (Mbps), which is ne cessary to operate with existing telemeters. This is not a request for proposal and no solicitation is forthcoming. See note 22
