- Description
- The Fort Bragg Directorate of Contracting intends to negotiate a firm-fixed price contract on a sole source basis to Honeywell Building Solutions, P.O. Box 73721, Fort Bragg, NC 28307-6721. Honeywell Building Solutions is the manufacturer of the FS9 0 Fire Detection and Alarm System, as well as the Delta 1000 Graphic Central/Enterprise Buildings Integrator (EBI) receiving equipment associated with the fire detection and alarm systems identified in the requirement. Honeywell is the only source of new, UL listed system components to repair and install the FS90 Plus Panel and Graphic Central system under contract. Honeywell operates the only UL listed category UTHH repair program that covers the system components. All the addressable/intelligent device s, electronic boards, panels and monitoring equipment manufactured by Honeywell Building Solutions are currently being serviced internally by the corporations trained and certified technicians. Honeywell is the only company/manufacturer who has access to and the capability of modifying/altering the current configuration of the installed systems, and to maintain required underwriters and factory mutual listings. Finally, Honeywell is the only agency capable of altering the software associated with the FS90 Plus Fire Alarm Control Panels and the Delta 1000 Graphic Central Receiver/EBI located in building B-3354 and P-2936. The North American Industry Classification System (NAICS) code is 561621, size standard is $11.5 million. The period of performance is 1 October 2007 through 29 September 2008. The contractor shall furnish all labor, materials, equipment, transportation, and supervision necessary to inspect, remove defective parts, repair, test, re-certify, and re-program the FS 90 Plus FACP and the Fort Bragg 911 Center fire alarm reporting system. All work must conform to requirements of the Department of Defense (DoD) Unified Facilities Criteria (UFC) Design: Fire Protection Engineering for Facilities, UFC 3-600-01, 26 September 2006 edition, National Fire Protection Association Standards, NFPA 72, National Fire Alarm Code, 2007 edition and NFPA 70, National Electric Code, 2004 edition. All work /services must be provided by service technicians certified at the minimum of National Institute for Certific ation in Engineering Technologies, (NICET) Fire Alarm Systems, Level II or higher. Award of this requirement will be in accordance with Federal Acquisition Regulations FAR Part 12, Acquisition of Commercial Items. Interested persons may identify their in terest and capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with ASCO Services, Inc. Responses are due by September 20, 2007, 3:00 p.m. local standard time.
