Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals for resources, facilities, supplies, services, and research to complete required tasks and deliverables for the "Development of Phase 2, Rudder Study - Piloted Flight Simulator Research". This effort is required by the Office of Aviation Research, Airworthiness Assurance Branch, AJP-6360. The primary objective of Phase 2 is to develop preliminary criteria to ensure resistance to overcontrol with rudder and potential overload the vertical stabilizer for up-and-away flight. This is to be accomplished by expanding the results obtained in the Phase 1 Simulation tests described in Attachment A to this SIR. Phase 2 shall be accomplished by using a simulator that meets the requirements defined in Phase 1 (or alternative facility if approved by the Government), conducting detailed experiments to determine criteria for transport aircraft rudder control systems (Piloting tasks for this Phase 2 are designed to guarantee aggressive use of rudder), and by analyzing results to formulate tentative criteria for rudder flight control systems in transport aircraft. Phase 1, Test Plan, is provided in Attachment B to this SIR; this test plan is the guideline to be used to accomplish this Phase 2 requirement. Note that both Attachments A and B were formulated under a former FAA Contract for Phase 1. The evaluation of technical proposals will be based upon the scoring of two (2) Evaluation Factors: (1) Technical Approach; and (2) Corporate/Academic Experience, Past Performance, and Credentials. Offerors will be required to submit separate technical and cost proposals. For evaluation purposes, technical is considered more important than cost. Award will be based on Best Value to the Government. Only technical proposals with a technical rating of Excellent or Good will be considered for award. Combined technical criteria are more important than cost, therefore the successful offeror may not be the lowest priced offeror. However, costs proposed may become more important as the difference between competing technical scores decreases. Interested parties responding to this Solicitation are directed to the attached SIR (SF-33 Cover Sheet - page 1, pages 2 through 91 of the SIR, and 5 Attachments, Attachments A through E). All questions /inquires must be provided in writing to the Contracting Officer, Anna M. Marinaro, at anna.marinaro@faa.gov, not later than October 9, 2007, by 10:00 A.M., local time. Proposals are due to her not later than October 30, 2007, at 2:00 P.M., local time. This SIR does not commit or obligate the Government. **Offerors are cautioned to review all SIR and Attachments provided with this posting.
