Description
The Federal Aviation Administration (FAA) is conducting a Market Survey to determine if there are small business sources available that can meet the requirements for design, integration and implementation support for the Security Systems Design and Integration (SSDI) contract in support of the Facility Security Risk Management (FSRM) Program. The base period of performance ends September 30, 2009 with three, two-year option periods. This announcement is not a screening information request (SIR) or request for offer (RFO) of any kind. It is for information and planning purposes and is not to be construed as a commitment by the Government. Further, the FAA is not seeking or accepting unsolicited proposals. The NAICS code for this requirement is 561621, Security Systems Services, with a small business size standard of $11.5 million. In order to qualify for award, a vendor must meet the following criteria. Interested vendors must have seven (7) consecutive years of corporate experience with complex security projects as of August 21, 2007 that required the design, integration and installation of the major security subsystems and components contained in the SSDI SOW. The experience must be on projects similar to the size, scope and complexity of the SSDI contract. The major security subsystems and equipment are: Security Surveillance System, Access Control Systems, Intrusion Detection System, Metal Detector System, Intercom Systems, Security Area Lighting System and Burglar Alarm System. Section C contains detailed explanations of these systems and includes the size, scope and description of the contract. The experience levels are minimum requirements. Interested vendors also must have seven (7) consecutive years corporate experience as of August 21, 2007 integrating multiple facilities into a national or regional system similar to the requirements in Section C.11. The experience must be on projects similar to the size, scope and complexity of the SSDI project. The SSDI project is national is scope. The Section C, Statement of Work, contains Security Sensitive Information (SSI) and must be treated appropriately. FAA AMS Clauses 3.14-2 and 3.14-5 are applicable and are provided in the attached document. The process for the control of SSI documents is contained in the attached Document Security Notice (DSN) and must be followed. The SSI files are only available though the Federal Technical Data Solutions (FedTeDS.gov) website. Vendors must be registered on the Central Contractor Registration site and FedTeDS in order to download SSI files. The interested vendor's response must be submitted no later than 2:00 P.M. local time on October 9, 2007. All responses to this Market Survey must be in writing, on company letterhead, and must demonstrate that the company meets the corporate experience minimum requirements. Limit responses to 10 pages. Therefore, any costs associated with the Market Survey submission are solely at the interested parties' expense.
