Description
The purpose of this announcement is to inform industry of the FAA's decision to award a contract to vendor CSSI Inc., for programmatic, process and training support services to the ATO Safety Service. Currently CSSI is working with the Directorate in support of Safety Management System's Implementation across the ATO and supports ATO-Safety Services (ATO-S). The original contract was a Results Contract that expired 3/31/07. A six-month extension was granted in order to maintain our core business of a Safety Management System (SMS) while a new contract was proposed, and the process for selection was accomplished. This six-month extension will expire September 30, 2007. However, due to an inability to complete the required processes to put new contract vehicles in place, a six-month bridge contract is needed to ensure continuity of services until a new contract can be let and awarded. A full and open competition, given this circumstance, cannot be conducted in the timeframe required before the current CSSI contract expires on September 30, 2007. The following activities and timeframes are required for a full and open competition, Market Survey (Request for Information (RFI)) (2 - 3 weeks), Screening Information Request Release (6 - 8 weeks), Receipt of Proposals, Evaluations (including security, safety and operational capability), and contract award (10 - 12 weeks). Based on the total time required for completion of the activities, they cannot be completed before September 30, 2007, when the current contracts expire. These activities require extensive FAA administrative and technical costs. A new and full and open competitive Screening Information Request, DTFAWA-7-R-00032 is in process and it is anticipated that publication will occur within the next 2 months with contract award 4 months later. A market survey was posted on via the internet on April 19, 2007.
