- The Executive Office for United States Attorneys (EOUSA) on behalf of the United States Attorney?s Office (USAO) Northern District of Alabama intends to award a sole source purchase order to the University of Northern Alabama (UNA), to provide leadership development training for law enforcement officers and Assistant United States Attorneys for the Northern District of Alabama of a course specifically developed by UNA. The University of Northern Alabama has already designed the curriculum specific to the USAO, Northern District of Alabama. This work is a follow-on to current work being done through the Leadership Academy between the USAO and the UNA. Based on the unique qualifications of UNA and the need for these services, it is in the Government's best interests to enter into a sole source contract to obtain the services of UNA. The services are available from only the original source because the course content contains proprietary and copywrited material. No other offeror could immediately perform the services within the designated timeframe. This is a sole source procurement under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that feel they should be considered qualified to provide the services may submit a response to this notice within 5 days of synopsis publication to Keisha Foster at Keisha.Foster@usdoj.gov. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
