Description
DESCRIPTION OF REQUIREMENT: The Federal Bureau of Investigation (FBI) is hereby issuing this combined synopsis and solicitation, for one, brand new 2008 Keystone Raptor travel trailer, model number 3110TT, in accordance with FAR parts 12 and 13. This combined synopsis and solicitation is hereby issued as FBI RFQ Number 949009 and is a Firm-Fixed Price, Brand Name or Equal requirement. This synopsis and solicitation is supplemented by the following mandatory minimum requirements for any trailer offered: The trailer must have living quarters for at least four adults with kitchen appliances and bath room facilities; The trailer must have a garage (cargo) area at least 10 feet in length and 8 feet in width with a permanent separation wall dividing the living area and the cargo area; The trailer must be a tow trailer NOT a fifth wheel trailer and shall not to exceed 10,000 lbs GVW; The trailer must carry at least 100 gallons of fresh water, at least 25 gallons waste water, and at least 80 gallons of grey water (RV term for water storage and water use other than stated above). In addition to these components, the trailer must come with the following options: An entertainment package with a radio/CD stereo system; Custom Furniture; one 24" Samsung Flat Screen TV (or equivalent); an upgraded 75 amp. converter unit; cable television hook-ups in all garages; a DVD player with RCA ports; A rear screen enclosure [screen protection for the back of the trailer]; An on-board Service Station (Air Compressor, Power Charger, High Pressure Sprayer); A 15,000 BTU air conditioner unit; a Safety Package (to include two (2) Carbon Monoxide Detectors and three (3) Fire Extinguishers); An RVIA ("Go Rving" Seal) - This is a mandatory certification of the RV company - [Member of the Recreation Vehicle Industry Association (RVIA)]. All interested parties, that are willing and able to satisfy this requirement by December 1st, 2007, must submit a Firm Fixed Price quote - which addresses each item described herein, by 4:00 PM on September 21, 2007. All quotes MOST include in writing, the numerical price offered [to include shipping costs], all warranty information available, a completed and signed SF-1449 form [which can be found at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?viewType=DETAIL&formId=E331497A1FE0AE1F85256A260055A47B], the names and contact information of three recent costumers who purchased similar equipment from your company, and a certification that your company is a legal distributer of trailers and related equipment. These offers shall be faxed to facsimile number (202) 324-0570 on or before the time and date specified above. The contractor shall deliver the purchased trailer unit to zip code 26306 in Clarksburg, West Virginia. This synopsis and solicitation document along with all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (SEP 2006); 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2007) and 52.212 5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2007), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (AUG 2007) with its offer. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (JAN 1999). The following factors shall be used to evaluate offers: Technical ability to meet all of the requirement criteria, The Price offered for the vehicle unit, The Shipping and delivery costs, The Warranty offered, and The Past Performance of offeror, all in descending order of importance. This is a 100% Small Business Set-Aside. The NAICS Code is 441210 with a size standard of $6.5 million in annual earnings. Offeror must be registered in accordance with FAR clause 52.204-7 Central Contractor Registry (JUL 2006) in order to qualify for contract award.
