- Notice of Intent to negotiate on a sole source basis. The Federal Bureau of Prisons, Federal Medical Center (FMC), Butner, North Carolina, intends to negotiate on a sole source basis with American Red Cross, Carolinas Blood Services Region, Charlotte, North Carolina. This announcement constitutes the only notice of intent. A written notice will not be issued. The FMC requires screened and certified for human use blood product services. The Blood Product services required to be available 24/7 are Leukoreduced Red Blood cells, Single Donor Platelets, Fresh Frozen Plasma, Antigen Screened, Cryoprecipitated AHF. Contractor shall be capable of performing antibody identification for irregular antibodies and screen units for compatibility 24/7, and be capable of delivery on a routine (minimum response time of 24 hours), and emergent (one hour or less response time) basis. Estimated annual requirement of 400 units of Leukoreduced Red Blood Cells, 80 units of Fresh Frozen Plasma, and 30 units of Single Donor Platelets.
