- This combined synopsis/solicitation is for the rental/lease of eleven (11) buses to transport Federal Law Enforcement Training Center students onsite and within a 10 mile radius. The buses shall meet a minimum capacity of 45 adult passengers and have air conditioning and heating. Offerors are to provide detailed information on the particular buses they intend to provide. Offerors shall include delivery charges and pickup charges for the leased vehicles as a separate line item. The Government will be responsible for the normal maintenance and repairs to maintain the leased vehicles during normal operations. The Government will be responsible for furnishing gasoline, motor oil, antifreeze and similar items for normal operations of the leased vehicles. The Government will not be responsible for latent defects or major repairs not caused by the negligence of the Government. If major repairs are required, the contractor shall provide a loaner bus within 3 days while the bus is being repaired. Inspection of the leased vehicles will be performed by the contractor and the Government upon delivery to the Government and upon return of the leased vehicles to the contractor. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is set aside to small businesses. Offerors are notified that the Government can cancel this service at any time by providing 30 days written notice before the cancellation date. The period of performance for this service is October 1, 2007 through September 30, 2008. Each offeror is required to enter into hppts://orca.bpn.gov its certifications and representation required by provision FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition. The following clauses are checked: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13 and 52.232-33. In addition to these clauses, the following referenced clauses apply to this procurement: FAR 52.208-4, Vehicle Lease Payments; FAR 52.208-5, Condition of Leased Vehicles; FAR 52.208-6, Marking of Leased Vehicles; FAR 52.208-7, Tagging of Leased Vehicles; FAR 52.232-18, Availability of Funds.
