Description
The government intends to issue a sole source purchase order for the items set forth below. The U.S. Department of Education, Office of the Secretary, intends to award a purchase order to design, develop and deliver a three to four hour seminar that links trust building with teamwork and productivity. Facilitation of group discussion is also required. The seminar should, but is not limited to, the following key topics: Introduction to trust in the workplace; components of trust; trust assessment; linking trust to communications and productivity; and how team work is enhanced through trust. The purpose of this training is to improve managerial efficiency of key staff by encouraging trust building between managers and employees, and between and among managers and their peers as well as higher levels of management in ED. One of the characteristics of a high performing organization is the positive behavior and communications exhibited by its members. Exploring the importance of trust in the workplace and the impact on performance (when it exists, does not exist or is breached) will assist the organization in promoting positive communications and behaviors, and high performance. This award is intended as a sole source award to be issued to the Reina Trust Building Institute, Inc., 560 Black Bear Run, Stowe, Vermont 05672. The Trust Building Institute founders, Dr. Dennis Reina and Dr. Michelle Reina are recognized experts in the field and will personally conduct the training. They have authored the book: Trust and Betrayal in the Workplace, which will be distributed to participants attending the seminar. This copyrighted research based model is the only one of its kind. The Reina Trust Building Institute has over 12 years of research in over 100 organizations on the topic of trust building and has specific expertise in this subject area. The Institute has earned registered trademarks for their core intellectual property, including Trust Building Consulting, Trust Building at Work, Reina Trust and Betrayal Model, Team Trust Building Program, Leadership Trust Building Model, Trust Building Program for Women Leaders, Trust Building Certification Program, The Business Need for Trust and The Human Need for Trust. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement on or before the Response Date state in this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible vendors may submit a quote, which, if received by the closing date, will be considered by ED. Proposals will be evaluated based on price, capabilities, and past performance. Proposals shall not exceed 50 pages in length, shall describe how the offeror will successfully carry out the work and shall address all activities the offeror will perform during the project. Proposals shall describe the following: a. The offeror's proposed approach to develop a training seminar that assesses trust and addresses its relationship to teamwork, communications, and high performance; b. The offeror's proposed plan to develop and deliver all participant training materials; and c. The offeror's demonstrated ability to meet all of the requirements identified in the Statement of Work. Proposals shall include a firm fixed price for services described in the SOW. Offerors shall provide sufficient supporting documentation to allow the Government to determine that the prices are reasonable. The supporting documentation shall include a list all resources (labor, material, etc.) required to complete the services requested. The period of performance will be 130 days from the award date. The estimated dates for this award will be September 27, 2007 through January 31, 2008. Response Date: September 27, 2007, 12:00 p.m., Eastern Standard Time.
