- Description
- The Federal Communications (FCC) intends to negotiate a non-competitive purchase order with American Roamer, 5909 Shelby Oaks Drive, Memphis, TN, 38134. The Commission will acquire from American Roamer five (5) licenses to its electronic mobile telephone provider coverage maps and associated data with quarterly updates including its CoverageRight-Voice?, MarketRight? and PowerPack? Data, and CoverageRight ? Advanced Services?, for a period of 1 year with four (4) unilateral one-year options. CoverageRight - Voice? and CoverRight ? Advanced Services? Provide detailed coverage polygons of every operational Cellular and PCS voice and advanced wireless services provider in the United States, updated quarterly. MarketRight? Provide a set of county boundaries that are broken as the service providers have broken them due to geographically split markets and various inter- and intra-carriers billing purposes, updated quarterly. PowerPack? Provide additional data that expands on the basic information in the MarketRight? files, updated quarterly. These data sets include more than 240 fields of information about each carrier coverage polygon, including information about each of the competitors in that area. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quote. Written response to this synopsis should be received within 5 days of this announcement, and should include sufficient documentation to establish capability to fulfill the requirement. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
