- NAICS Code: 561439. THIS IS NOT A REQUEST FOR QUOTATIONS (RFQ). The Office of Federal Housing Enterprise Oversight (OFHEO) intends to negotiate on a sole source basis for a commercial contract with Barristers Digital Solutions for continuation of document services currently being provided under an existing order (OFHEO-2005-66). Barristers Digital Solutions is currently providing document services in connection with ongoing investigations, examinations, and administrative enforcement actions and proceedings. The contract is a continuation of those document services being provided, which include the following: conversion of documents into electronic media; production of electronic media; document endorsement; scanning; Optical Character Recognition (OCR) processing; blowing back electronic files; copying; delivering hard copy documents; and creating demonstrative trial exhibits. This synopsis is required because the anticipated additional work is outside the scope of the existing purchase order based on its current dollar value. Barristers Digital Solutions has unique familiarity with the nature of the needs of OFHEO with respect to document management in order to meet timelines and deadlines with no undue delay. Barristers Digital Solutions has unique knowledge and experience necessary, including special skill in working with OFHEO's proprietary data systems and processes, to perform the document services required by OFHEO to meet upcoming challenging schedules and deadlines at issue, including an administrative hearing beginning in October, 2007. Due to severe time contraints, it appears that only Barristers Digital Solutions is in a position to provide the required services without significant risk under the present schedules and deadlines. NO SOLICITATION OR REQUEST FOR QUOTATIONS (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of satisfying OFHEO's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Responses must be submitted in writing to Ms. Janice L. Uthe, Contracting Officer, at janice.uthe@ofheo.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
