- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-07-Q-0086 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 effective August 2007. The NACIS codes is 334119 with a size standard of 1,000 employees. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on the lowest price technically acceptable offer for a Motion Picture Scanner and Digital Motion Picture Workstation to be utilized at The National Archives and Records Administration (NARA), College Park, Maryland. BACKGROUND: NARA is moving toward digitization of motion pictures. The scanner and workstation described in the Statement of Work below will be used for enhancing the efficiency of the processes involved in the maintenance of, and access to, the motion picture archival holdings of The National Archives. REQUIREMENTS: The Contractor will be required to deliver the Motion Picutre Scanner and Workstation described in the attached SOW, provide training for the NARA staff in the operation of both pieces of equipment, and maintenance of the system. The equipment is to be delivered to NARA College Park and the training is to be performed at College Park also. Vendor direct deposit for payment via electronic funds transfer will be utilized. Offeror?s price proposal shall be based on the price to perform the requirement, in its entirety, with a delivery schedule of 6 months from date of award utilizing the following structure: Base Period - CLIN 0001 (Motion Picture Scanner and Workstation), CLIN 0002 (Training of NARA staff), CLIN 0003 ?(Maintenance, computer upgrades). Option Period 1-12 months ? CLIN 0004 (Maintenance, computer upgrades),Option Period 2 ? 12 months- CLIN 0005 (Maintenance, computer upgrades), Option Period 3-12 months? CLIN 0006 (Maintenance, computer upgrades), Option Period 4-12 months-? CLIN 0007 (Maintenance, computer upgrades).The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: CLAUSES AND PROVISIONS: The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors-Commercial Items (Jan 2006); The quotations will be evaluated In accordance with the procedures outlined in FAR Subpart 13.106-2 and award will be made to the offeror that submits the lowest price technically acceptable offer; each offeror shall include a complete copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2005), with the quotation. The copy of any protest shall be received in the office designated above within one day of filing a protest with GAO. It is critical that Offerors provide adequate detail to allow evaluation of their quotes (See FAR 52.212-1(b)).
