- NASA/GSFC has a requirement for Three (3) FastCom Tech P7889, 64 bit PCI based 100 pscc Multistop TDC, Multiscaler, Time-of-Flight card with Windows and LINUX software; and Three (3) CA092 TTL Tag cable for the P7889. NASA/GSFC intends to purchase the items from Quantar Technology Incorporated in accordance with the requirements of FAR 13.106 (b)(1), for the acquisition of supplies and services determined to be reasonably available from only one source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The P7889 is one of the only models that meet all of our requirements. Our requirements are as follows: 1. 64 bit PCI based 100 psec Multistop TDC, Multiscaler, Time-of-Flight 2. Time range from nanoseconds to 1 hour with 100 ps time resolution. 3. Oven Stabilized Master Oscillator 4. No dead time between time bins, No missed events, No double counting 5. >22,000,000 continuous stop events/sec to the PC for data storage 6. Up to four TDC Channels in one PC 7. MS Windows and LINUX software and drivers. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
