Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a replacement hotzone for an existing International Vacuum, Inc. Horizontal Furnace, Model 121226-2100 that will be capable of 1600 degrees C operating temperatures. The Replacement hotzone must be similar in size and capability of the original hotzone depicted below. A Stainless Steel jail approximately 24" long by 13" high by 13" wide. That can fit a 10" wide by 22" long hearth plate. Jail assembly: All of the our heat treatments will be loaded through the front of the hotzone so there is no need for access through the back of the hotzone. Holding a tight seal at the back of the zone is more important than accessibility since samples will only be loaded through the front. The back of the hotzone may be bolted on with molybdenum bolts to form a tight seal. The front door needs to be able to be easily removed for loading of the hotzone. We require the hot face sides and door shields to be lanthanum doped molybdenum, remaining heat shields can be pure molybdenum and stainless steel provided hotzone is capable of a 1600C operating temperature and uniformity of +/-10F between 1000F to 2400F (537C to 1315C). All feed throughs for thermocouples and elements, hearth, and viewing ports are to match those of the original hotzone. Element supports to be thermo-shock resistant and designed to allow for thermal expansion of the elements. Project also requires four new tungsten heating elements. 0.375" diameter to be installed in a configuration to match the current element assembly. The original hotzone is available for potential bidders to take measurements to match the original hotzone and feed throughs. Supplier is to install the new hotzone at our facility within 16 weeks of confirmation of order. The provisions and clauses in the RFQ are those in effect through FAC 05-18. The NAICS Code and the small business size standard for this procurement are 333994, and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, Receiving Building 21 North, 21000 Brookpark Road, Cleveland OH 44135 is required within 16 week ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items described above are due by 09/19/2007 to Glenn Research Center, MS 500-305, 21000 Brookpark Road, Cleveland OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2007), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
