- P-339 Vehicle Bridge Replacement, Naval Station Newport, Newport, Rhode Island. The low-price, technically acceptable (LPTA) source selection process has been selected in order to ensure selection of sources evidencing technically acceptable proposals with the capability to perform the work, as determined by evaluation of proposals according to the established criteria. Award will be made, in accordance with FAR PART 15, to the offeror offering the lowest evaluated price and meeting or exceeding the acceptability standards for non-cost factors. Offerors will be advised that award is anticipated to be made without discussion or any contact concerning the proposals received unless it is determined otherwise necessary. Offerors should not assume they would be contacted, or afforded the opportunity, to qualify discuss, or revise their proposals. However, the Government may contact offerors for the purpose of clarifying aspects of the proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted, the offerors in the competitive range will be afforded the opportunity to revise their proposal. This solicitation will be issued as N40085-07-R-3202. The contract will provide the construction of a precast prestressed concrete framed, pile supported vehicular bridge from Coasters Harbor Island (CHI) to Coddington Point (CP) at Naval Station Newport, Newport, RI. It will provide a 940 foot long by 28 foot wide road way, 6 foot pedestrian sidewalk and will include utility ducks under the deck and provisions to hang utilities from either side for future use. Lighting will be provided for the bridge and pedestrian walkway while navigation lights will be installed along the channel. Past Performance 4.b Subcontracting Plan Effort Factor 5: Price The construction price range is between $10,000,000.00 and $25,000,000.00. The Government reserves the right to reject any or all proposals prior to award. The Request for Proposals (RFP) will be issued on or about 27 September 2007. Tentative date/time for submission of proposals will be on or about 30 October 2007, 2:00 PM (EDT). This solicitation is available in electronic format only.
