Description
Lakehurst Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the P-8A (Poseidon) Aircraft: Powered Wapons Loader, Ancuillary Equipment and Services. The Weapons Loading Sets iclude: Diesel Lift Truck, MHU-83, Qty- 2 each; Remote Control Unit, AVAK-MHU83RCU, Qty- 2 each; Ram Assembly, 745347-10, HLU-264/E, Qty 2 each; and GSE Training services, estimated Qty- 10 persons. The powered weapons loader must be capable of moving and loading aerial stores/munitions up to seven thousand pounds (7,000 lbs) on military Aircraft. The lifting height is eighty four (84) inches from ground height; the maximum diameter store which can be loaded or transported is forty four (44) inches. The powered weapons loader must be explosive qualified and certified safe to load or transport aerial munitions in a military aviation environment. The powered weapons loader will be procured as reworked (not new production) and be reworked to Federal condition code A, like new condition, with a one year warranty. The powered weapons loader will be powered by Diesel engine that produces at least 25 horsepower. The use of Commercial off the Shelf (COTS) components will be used when technically possible to replace obsolescent components on the powered weapons loader. The powered weapons loader will have cold weather starting and full operating capabilities (below degrees 32 Fahrenheit) and have the like operating capabilities above one hundred (100) degrees Fahrenheit to one hundred and twenty (120) degrees Fahrenheit. Quantity of reworked powered weapons loader required is two (2). Delivery of the first unit must happen after no later than twenty (20) weeks after receipt of order (ARO). The second unit may be delivered no later than twenty four (24) weeks after receipt of order. The powered weapons loader must have a Remote control capability for the loading boom. Preferably a hand held controller with eight (8) axis capability. The remote control capability should allow the boom operator t an unrestricted view of the store on the boom of the powered weapons loader. A vertical lifting devise that will interface with the powered weapons loader is required to lift munitions to a height of sixty nine inches (69 inches). The collapsed height of the vertical lifting devise can be no greater than twenty inches (20 inches). The Lifting capacity of the vertical lifting devise is three thousand pounds (3,000 pounds). A quantity of two (2) lifting devises assemblies will be required. Delivery will take place no later than twenty (20) weeks after receipt of order (ARO). The lifting devise will be reworked to Federal condition code A or like new condition and have a one (1) year warranty. A Fork Adapter Assembly will be required to be used with the powered weapons loader to load, transfer or transport military munitions. The capacity of the Fork Adapter Assembly is six thousand (6,000) pounds. Its length must be no greater than thirty three (33) inches and its height can be no greater than thirteen and three quarter (13 and ? inches). A quantity of two (2) Fork Adapter Assemblies will be required. Delivery will take place no later than twenty (20) weeks after receipt of order (ARO). The Fork Adapter Assemblies will be reworked to Federal condition code A or like new condition and have a one (1) year warranty. An adapter assembly will be provided to interface the vertical lifting devise with the powered weapons loader. The adapter assembly will have a capacity of 3,000 pounds. A quantity of two (2) adapter assemblies is required. Delivery will take place no later than twenty (20) weeks after receipt of order (ARO). The adapter assemblies will be reworked to Federal condition code A or like new condition and have a one (1) year warranty. A Urethane Bomb Support roller is required to support military munitions. A minimum quantity of four (4) Urethane Bomb support rollers is required to support each munition for loading on the aircraft. The height of the Urethane Bomb rollers will not exceed four and five eights of an inch (4 5/8). The width of the urethane rollers shall not exceed four and five thirty seconds of an inch (4 5/32). The capacity of the urethane roller shall be four thousand five hundred pounds (4,500 pounds). A quantity of eight (8) urethane Bomb Support rollers will be required. Delivery will take place no later than twenty (20) weeks after receipt of order (ARO). The urethane Bomb Support roller will be reworked to Federal condition code A or like new condition and have a one (1) year warranty. The powered weapons loader will have nylon tie down straps to securely lock in place military munitions. A minimum quantity of two (2) Tie down straps is required to support each munition for loading. The straps have a capacity of seven thousand pounds (7,000 pounds), are adjustable to ninety inches (90 inches) and have a ratchet locking mechanism to securely hold munitions in place. A quantity of four (4) nylon tie down straps will be required. Delivery will take place no later than twenty (20) weeks after receipt of order (ARO). The nylon tie down straps will be reworked to Federal condition code A or like new condition and have a one (1) year warranty. Description of services requested: Organizational level maintenance training, for the powered weapons loader and all associated ancillary equipment must be included with this order. Operator training which will include pre-operational inspection, servicing and configuration for the powered weapons loader and all associated ancillary equipment must also be included. The training will be provided by a commercial source and be last a duration of forty (40) hours. Trainees will be required to demonstrate adequate knowledge of operating, maintaining and operation of the powered weapons loader and all associated ancillary equipment to safely operate it for loading munitions on aircraft. Trainees will be considered primary trainees as they will be required to train additional operators at the Boeing Renton Washington facility in preparation for weapons test events at NAS Patuxent River Md.. The Government intends to procure this under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. NAWCADLKE has queried major manufacturers of the MHU-83 Diesel Lift Truck and the HLU-264 Ram Assembly and found that American Valley Aviation, Inc. (AVA) of Quincy, CA is capable of providing overhauled/remanufactured (?like new?), Lift Trucks and Ram Assemblies at a fraction of the cost of newly manufactured equipment. It is in the best interest of the Navy to purchase overhauled/remanufactured Weapons Loading Equipment at this time to exercise significant cost savings as the Navy considers future test and evaluations. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
