Description
Under the authority of FAR 6.302-1, it is the Governments intent to to award a sole source purchase to Tandberg, Inc., 1860 Michael Faraday Drive, Suite 2560, Reston, VA for the purchase of Tandberg 3000 MXP Profile, Tandberg 3000 MXP Profile, Tandb erg Centric 1000 MXP Maintenance, Tandberg Centric 1000 MXP-Customer Core Service. Tandberg has the equipment needed that has been tested and approved by the requesting activity to have the makes and previous models in operation. These products have been evaluated and tested first-hand to have dependability, ruggedness, parts compatibility and the ability to execute continuous software upgrades to equipment. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Pr oposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that co mpetition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract price based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the following e-mail address no later than 4:00 p.m. EST, 26 September 2007, to: robyn.warden@amedd.army.mil. JUSTIFICATION FOR BRAND NAME PRODUCT OR FEATURE UNIQUE TO A SINGLE MANUFACTURER Use this form to document the absence of competition in brand name unique Open Market purchases of commercial items up to $100, 000. For open market purchases in excess of $100, 000, a sole source justification in the format at FAR 6.303-2 is required, mod ified to reflect an acquisition under the authority of the test program for commercial items (section 4202 of the clinger-Cohen Act of 1996.) For Orders under Federal Supply Schedules, a Limited Source Justification in accordance with FAR $.405-6 is requir ed. FAR 11.105 states: Agency requirements shall not be written so as to require a particular brand-name, product, or feature of a product, peculiar to one manufacturer... unless: a) the particular brand-name, product, or feature of a product, peculiar to one manufacturer is essential to the Government's requirements and market research indicates that other companies' similar products lacking the particular brand-name, product, or feature do not meet or cannot be modified to meet the agency's needs; and b) the authority to contract without providing for full and open competition is supported by the required justifications and approvals. 1. The Agency requirements described in Document/PR number 414/0321Z/ 07 require a particular brand name product or feature for reasons indicated below. 2. Restricted to the following source. Description of the brand name, product or feature unique to a single manufacturer: 1.14001 Video Teleconferencing Unit, Deskstop, Tanberg 1000 MXP Bandwidth Base Model (768Kbps IP Only) 4. Specific salient characteristics of the brand name, product or feature that are required to satisfy the Agency's needs: The'fanberg 1000 MXP Desktop Video Teleconferencing Console equipment is the DVTC equipment of choice based on Systems Engineering te sting and approval by the agency Change Advisory Board (CAB). DIA currently have the makes and previous models in operation and has evaluated these products first-hand. These models have shown past dependability, ruggedness, parts compatibility, and abilit y to execute continuous software upgrades to equipment. 5. Describe market research that was performed. What other similar products or features of products available from other companies were considered and why are the similar products or features unable to satisfy the Agency's needs'? DIA currently has the makes and models listed in the IGCE in operation and has evaluated these products first-hand. This equipment comprises key parts of various systems. All IT equipment must be tested for operability, inter-operability, and security reas ons. In addition, much time and effort is spent customizing several hundred software applications to properly and securely operate as part of DoDIIS/DIA systems. Once a particular make and model passes this rigorous testing and has customized software prep ared, DIA IT personnel can quickly install, manage, operate, and maintain these in an identical manner. If the same makes and models cannot be repeatedly purchased, then DoDIIS IT personnel would have to repeat this process for each and every similar syste m purchased. Any decision to change current models will impact the costs of hardware maintenance and life-cycle replacement by requiring additional funding for the necessary spare parts mandatory for the DIA's level of operational readiness.
