Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number W912L2-06-T-0025. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. (IV) This solicitation is being issued as notification; the associated NAICS code is 334511. The size standard is 750 Employees. This is a 100% Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: 2 each Small Portable Aircraft Fuel Leak detection devices that meets or exceeds the following requirements: certified intrinsically safe; lightweight and portable; battery-opera ted; capable of accessing small and restricted areas within fighter aircraft; use a trace gas that is economical, non-flammable, non-corrosive, non-toxic, and environmentally friendly; be reliable (have no moving parts preferred); leak detection sensitivit y range of 2x10-3 to 2x10-6 cc/sec (using 5% H2 tracer gas); able to discriminately identify tracer gas; easily and locally calibrated; Commercially available off the shelf COT, non-developmental. It is the responsibility of the offerees to provide all supporting documentation, specifications, certifications, brochures, diagrams, drawings, and pictures of proposed Small Portable Aircraft Fuel Leak detection device for consideration of requirements stated above. (VI) Description of requirements are as follows: See Paragraph V. (VII) Place of delivery is Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. Required delivery is 3 months (or earlier) after award of contract. (VIII) FAR 52.212-1, Instructions to Offerors  Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to provide requirements listed at paragraphs V and VI above and provide previous contracts awarded for Small Portable Aircraft Fuel Leak detection device as described in paragraph V. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Co nditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation. The place of destination of this pending contract is at the Air National Guard Air Reserve Test Center (AATC), Tucson, A rizona, 85706. (XV) Quotes are required to be received no later than 4:00 pm PST, September 17, 2007.
