- Description
- The Contracting Center of Excellence (CCE), on behalf of the Office of the Chief of Public Affairs (OCPA), intends to negotiate a sole source firm fixed price contract with Cision U S Inc. The proposed contract action is to provide a media monitorin g, capture and analysis, Internet and Blog Monitoring program. The program must have state-of-the-art capabilities for gathering, collating, and analyzing news clippings about the Army from television and radio (terrestrial and satellite). The program mus t allow for the preparation of detailed reports, with graphic depictions of trends and data, on a fully automated or near fully automated basis. The program must provide the capability to rapidly examine, count, analyze, and evaluate media coverage from t he top 10 television markets and daily verbatim transcripts from 10 other select TV markets (all based on Nielsen or Arbitron rankings); examine, count, analyze, and evaluate media coverage from radio stations in the top 10 markets (based on Nielsen or Arb itron ratings); and examine, count, analyze, and evaluate media coverage of Army stories on major domestic and news services. The Program Software must be capable of determining whether stories are favorable, neutral, or negative concerning Army issues an d programs. The Government intents to solicit and negotiate with one source under the authority of FAR 6.302-1, Only One Responsible Source. There is no solicitation document and no Request for Proposal available for competitive proposals. Interested p arties for future competitive requirements may identify their interest in writing, no later than 4:00 PM (Eastern Standard Time) on 18 September 2007. A determination by the Government not to compete this requirement based upon any responses to this notic e is solely at the discretion of the Government.
