Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is F3Z3517238AC02; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20 and Defense DCN 20070906. This acquisition will be 100% Total Small Business Set-Aside; the North American Industry Classification System (NAICS) code is 334220. The business size standard is 750 employees. The Federal Supply Class (FSC) is 5820. The Standard Industrial Classification (SIC) is 3663. This request for quotation consists of the following items MOTOROLA Brand Name Only: Item 0001: Qty, 20 EA, XTS4000 Portable Astro Digital Radio 380 to 470 MHz Part # H18QCN9PW9 N. Item 0002: Qty, 20 EA, ENH: Trunking features Part #H45. Item 0003: Qty, 20 EA, ADD: Desktop Charger and cradle Part # Q454. Item 0004: Qty, 20 EA, ADD: Federal UID tracking label Part # QA00486. Item 0005: Qty, 20 EA, ENH: 2 year repair service advantage part # H885BK. The following provisions and/or clauses apply to this acquisition. Requiring Activity: 60 CS; Mr. Kirby 2. Contracting Agency: 60th Contracting Squadron, Travis AFB CA 3. Purchase Request #: F3Z3517238AC02 4. Description of Requirement: 20 Motorola XTS?4000 Land Mobile Radios and necessary hardware and software required for them to be compatible with the Travis AFB Trunked Land Mobile Radio (TLMR) System. 5. Statutory Authority permitting other than full and open competition: Section 4202 of the Clinger-Cohen Act of 1996, as implemented by: FAR 13.106-1(b)(1). Only one responsible source and no other supplies or services will satisfy the agency requirement. 6. Justification or authority for action: (a.) Currently, Motorola, Inc. is the only manufacturer of radio equipment in this small form factor similar to a flip phone. The 60th AMW?s Senior Leadership requires radios ass small as possible to reduce the overall size of the communication tools hey carry. (b.) Motorola, Inc. is the only known brand that can satisfy the Government?s requirement for compatibility with the existing system on base. 60 AMW needs encrypted LMR systems, consisting of the proposed Motorola equipment list, to be programmed by Motorola so it is compatible with the existing base trunking system valued at 7 million dollars. (c.) Without these radios, 60 AMW Senior Leadership personnel would not be able to access the base trunking system and communicate with their work control centers, each other, and the rest of the base necessary to perform the mission. 7. Market Research/ Other Facts: The only other manufacturer of radios capable of operating on the TLMR system are manufactured by EF Johnson however they are larger and bulkier and not meeting the requirement to be as small as possible.
