- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The VA Heartland Network 15 has a requirement for Peer Specialist Mental Health Training and Certification for the VA Medical Center, Marion, IL. The Government intends to negotiate the requirement with the Depression and Bipolar Support Alliance, 730 N. Franklin Street, Suite 501, Chicago, IL. The sole source determination is based upon the unique qualifications of the Depression and Bipolar Support Alliance to design and deliver services from the perspective of people living with mental illness. The North American Industry Classification (NAICS) Code is 611710 and the Size Standard is $6.5 M. The acquisition is being conducted under FAR Part 13.5 Test Program; simplified acquisition procedures apply. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisitions. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest that must be submitted on or before September 14, 2007, 4:00 p.m. CST. The determination by the Government not to compete the contract based upon responses to this notice is solely with the discretion of the Government.
