Description
The work involves the construction of a new Job Corps campus to support approximately 300 students and staff and is comprised of nine (9) buildings, a parking lot for staff and visitors, and significant landscaping. The 9 buildings, will total approximately 166,000 gross square feet to be located on a site of 18 acres owned by the U. S. Department of Labor, and will consist of the following: an Administration and Security Building; a Student Services and Career Counseling Building; a Vocational Education Building; a Vocation Shops Building; a Cafeteria Building; Two 2 ?story Dormitory Buildings; a Recreation and Gymnasium Building; and a Maintenance and Operations Building. The work involves general construction, site work, electrical, mechanical, HVAC and miscellaneous other applicable trades. The Period of Performance begins within 14 calendar days from receipt of notice to proceed and shall be complete it within 514 calendar days. Substantial completion shall be within 448 calendar days. The estimated cost range is over $10,000,000. Plans and specifications will be available on September 26, 2007, ONLY from the office of Renker Eich Parks Architects, 1609 Dr. Martin Luther King Jr. Street North, St. Petersburg, FL 33704-4203. Contact Mr. Paul Renker at (727) 821-2986 for additional information regarding this project. Collect calls will not be accepted. Plans and specifications MUST be submitted in writing and directed to the A/E firm listed above to ensure proper handling of requests. Requests must be accompanied by a $200.00 refundable bid-deposit in the form of a certified check, cashiers check, or money-order made payable to the U.S. Department of Labor. Please provide your EIN number (Tax ID number) on each check and/or money order. Failure to do so may result in your deposit not being refunded. Bid Deposit Refunds will be made prior to award of a contract to those firms returning the bidding document, including plans and specifications, to the A/E in good and useable condition. THE BID DEPOSIT FROM THE SUCCESSFUL BIDDER WILL BE RETURNED FOLLOWING THE AWARD AND ISSUANCE OF THE NOTICE TO PROCEED. One (1) complete set of the plans and specifications will be made available - on a first-come, first-serve basis until the initial supply is exhausted - for pick up at the A/E?s office, or delivery may be arranged at an additional charge. Any additional shipping charges must be pre-paid, and COD requests will not be accepted. Additional sets requested from interested parties subject to bid-deposit requirements, or for requests made after the initial supply of the IFB documents has been exhausted, will be available for a non-refundable pre-paid fee not to exceed the actual cost of reproduction of the IFB documents, plus shipping costs, if required. Plans and specifications, and any addenda, will also be available at several plan rooms for use by interested subcontractors and suppliers. The locations of the plan rooms, and prospective bidders list will be available from the A/E following the Pre-Bid Walk-thru. A Pre-Bid walk-through is scheduled for October 11, 2007 at 10:00 AM, local time. This will be the only opportunity to visit the job site prior to submission of bids. The Bid Opening dated is scheduled for November 1, 2007 at 2:00 PM, local time at the A/E?s office mentioned above. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31 Million. This is a 100% Small Business Set-Aside acquisition. HUB-Zone, small disabled veterans, woman-owned, small disadvantaged businesses, 8(a) business, and small businesses are encouraged to apply. Further, small businesses are encouraged to apply for HUB-Zone certification. Information regarding HUB-Zone certification can be found at http://www.sba.gov. Bidders desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing no later than ten (10) calendar days before the bid opening. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply within the ten (10) calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments.
