- The Program Support Center, Division of Acquisitions Management has a requirement to obtain a subscription for a standard maintenance plan and support for the Public Health Service (PHS), Commissioned Corps System Branch (CCSB), Department of Health and Human Services Payroll Accounting System. The Government knows of only one source capable of accomplishing this requirement and intends to award a 12 month simplified acquisition to Infor Global Solutions, 13560 Morris Road, Suite 4100, Alpharetta, GA 30004. This subscription provides software upgrade and support services for the RP-102 DBS Payroll Batch System (E Series) SYS.IBM/MVS/VSAM version, part number 1PRE656. This system makes monthly payments to active duty and retired Commissioned Officers, as well as scholarship recipients of the National Health Service Corps, Nurse Scholarship Program, Hawaiian, Health Service and Indian Health Service. The subscription includes the following items: 1) Tax updates for Federal, FICA, and State withholding; 2) Updates for processing the yearly W-2 s and 1099-R s; 3) Ongoing software enhancement/ corrections with associated documentation, and 4) Telephone support to assist with meeting new requirements or resolving problems. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). Interested parties capable of satisfying this requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due within 10 days after publication of this notice. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely within the discretion of the Government.
