Description
It is the intent of the National Library of Medicine (NLM) to procure professional services from Mr. Halil Kilicoglu on a sole source basis. Professional services of a Prolog programmer are needed over a period of ten months to develop SemRep, a symbolic natural language processing program for biomedical text. The work to be performed includes modification of the existing system as well as the development and implementation of new predicates to address current requirements. Minimal qualifications for this work are expertise in natural language processing methodology and the formal mechanisms underpinning the design and development of large systems, as well as experience in Prolog, Java, and Perl. Proposed Work: (1) Maintenance of existing SemRep source code; (2) Enhancement of the mechanism for indicators and argument cues; and (3) Exploiting a full syntactic parse tree to augment SemRep processing. Mr. Halil Kilicoglu has extensive experience in medical language processing technology. Most importantly, he is knowledgeable in the Prolog programming language, which is crucial to the successful completion of this work. Further, Mr. Kilicoglu ha unique experience with SemRep system and supporting resources, particularly the Unified Medical Language System, at the National Library of Medicine, sue to previous work on the project. Any other provider would require an extensive orientation period, at unacceptable delay and expense to the Government. The proposed acquisition will be procured under FAR Part 13 - Acquisitions of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available.
