Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Vaccine Branch plans to procure on a sole source basis with BD Biosciences to upgrade an existing BD Biosciences LSR II flowcytometry system with a special order Laser Upgrade #340570 that includes the installation of a 50mw 405nm violet laser on LSR II serial number H47200028. The violet laser will be configured with 3 PMT's and include filter sets for Pacific Blue, AmCyan and Qdot 605. Additional electronics will be added to support the new configuration. The upgrade shall be assembled on an existing LSR II System and it will be used for flow cytometric analysis of cells to allow NCI to analyze multiple markers (up to 12 different markers) on a single cell and to gate out dead cells even when permeabilizing cells for intracellular staining. The system shall: 1) Be capable of producing a laser beam at 405 nm with no less than 50 mW of the power; 2) Be able to physically fit in the existing LSR II system; and 3) Possess simultaneous or sequential multi-dye capability. BD Biosciences is the only source known to NCI that offers an upgrade to the existing LSR II System manufactured by BD Biosciences. Also, the existing service contract with BD Biosciences might be voided if any non-BD Biosciences components were installed by a third party. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 PM EDT, on September 20, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
