Description
Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is planning to issue a sole-source purchase order to provide the Department of Energy (DOE) National Nuclear Security Administration (NNSA) a fully self-contained, towable, moveable target system. Blackwater Rolling BEAR is a patent-pending product from Blackwater Target Systems. The Rolling BEAR is a pneumatic, turning target system which has been incorporporated into a self-contained trailer system. The Rolling BEAR???s salient features include: ??? Six pneumatic paper turners ??? Two pneumatic plate racks ??? 21-foot Paper Mover ??? Honda Generator ??? Kevlar wheel covers ??? Highway capable ??? Built in air compressor ??? Weighs less than 5000 lbs. The NAICS code associated with this procurement is 611699, size standard of 6.5 million. The total estimated value is $35.040.48 The sole source procurement is expected to be awarded on or about September 17, 2007. Accordingly, DOE intends to conduct this sole source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1, in accordance with 41 U.S.C. 253(c)(1), and no other sources will be considered. A public solicitation will not be available. This notice satisfies the requirement of FAR Part 5 for publicizing contract opportunities. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AD52-07NA29411, to DOE demonstrating the firm???s ability to provide the equivalent items as described above. Firms shall also indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered. All feedback received will be taken into consideration, however the agency reserves the right to not utilize the comments or any other information provided. Any questions or comments pertaining to this action shall be e-mailed to Janet Anaya, Contract Specialist @ janaya@doeal.gov, no later than COB September 14, 2007. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
