- The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OC) intends to sponsor scientific, technical and policy guidance from the Estuarine Research Federation (ERF) to be held at the ERF Conference Center in Providence, Rhode Island. This sponsorship will be procured on a non-competitive basis in accordance with FAR Parts 6 and 13, current through Federal Acquisition Circular (FA) 2005-20. The Estuarine Research Federation services will convene and participate in oral and poster sessions prepare newsletters, press releases and conference program and abstract book with information about NOAA's Office of Habitat Conservation mission and research; prepare advertisements; provide conference registrations; secure location and display space; and prepare and conduct a Student Career event. This sponsorship will provide an opportunity for the exchange of information among researchers and managers working interdisciplinary and interagency settings who need to be informed about the latest estuarine and coastal research and its relation to management. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(c)(1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received no later than 12:00 Noon (EST), Tuesday, September 18, 2007. Responses must be emailed to shirley.l.johnson@noaa.gov, or faxed to (301) 713-0806. Award will be made using simplified acquisition procedures.
