Description
Answers to Questions Technical Assistance on Spanish Language Resources on Reading for Families National Institute for Literacy RFP # ED-07-R-0096 Q.1. Tasks 3 and 5 require both Spanish and English versions of planning documents. However, for these tasks, in contrast to Task 6 (where it is clearly necessary to produce both language versions), it appears that the work can proceed based on an English language document only and the development of the parallel documents in both Spanish and English will consume additional level of effort and cost. It is necessary to include both Spanish and English documents for Tasks 3 and 5? A.1. The Institute feels strongly that the Spanish language documents should be developed organically and not as translations of English language documents, as noted in the Purpose of Acquisition section of the Statement of Work. If an offeror believes it is able to produce the quality of publication the Institute is seeking without completing all elements of the tasks in the SOW, the offeror's proposal should explain how the alternate approach can still accomplish the Institute's goals. Q.2. What length of document is NIFL considering for each of the two publications as described in Tasks 6 and 8? A.2. The offer should propose lengths that are appropriate for the information to be conveyed and for the parents expected to receive the publications (see Q.3 below) Q.3. What level of parent reading skill is NIFL intending to target? A.3. The Institute welcomes offerors' recommendations concerning parent skill levels. Q.4. Should the optional tasks be included in the narrative proposal and should separate budgets provided for each? If included in the narrative, the page limit is very small for including this amount of content. Please provide guidance on how NIFL would like to have the optional tasks included in the proposal. A.4. Optional Tasks may be addressed in a supplemental narrative that should not exceed 5 double-spaced pages. Q.5. Is there an incumbent contractor currently providing these services? If yes, who is it? A.5. No, there is not an incumbent contractor. Q.6. If available, can we please get a list of interested companies? A.6. The Institute does not provide a list of interested parties. However, the Interested Vendor List feature is available in FedBizOpps.
