Description
The Department of the Navy, Space and Naval Warfare Systems Center, San Diego intends to solicit and award a Cost Plus Fixed Fee, Indefinite-Delivery Indefinite-Quantity contract to Maine Secure Composites LLC (MSC), 20 Godfrey Dr. Orono, ME 04473-3610 on a sole source basis. The purpose of this action is to complete the research and development requirements for composite technology in container security. The action is a follow-on to a previous contract with MSC, N66001-05-C-6014, awarded under the competitive Homeland Security Advanced Research Project Agency (HSARPA) Broad Agency Announcement (BAA) 04-06 published on 7 May 2004. The government seeks the completion effort of the development and test prototype of the Composite Anti-Tamper Container, a container constructed of composite material that will detect an intrusion and meet or exceed the physical characteristics required to survive in the shipping environment. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MSC's composite container technology makes it the only source that would not result in the duplication of cost. Because of the short-term need for the MSC procurement, the added cost would not be recovered through competition. Note 22 applies.
