Description
This is a combined synopsis/solicitation. The First Naval Construction Battalion has a requirement for technical expertise to support their Construction Battalion Construction Management (CBCM) program software and to address technical issues with the software system, which is NMCI certified. CBCM combines many of the features found in commercial Project Management software packages, such as MS Project, Primavera, and Timberline, to deliver an integrated tool developed specifically for the Navy?s unique requirements. The Navy requires 700 labor hours for the basic order, and 700 hours each for two options, or approximately 2,100 hours over a three-year time frame. The government reserves the right to negotiate more or less labor hours at the time of award. Technical services are required to maintain CBCM, for process-focused general support, and to maintain inter-operability with NMCI workstation configuration. Award will be made using Simplified Acquisition Procedures in accordance with FAR Parts 12 and 13 for commercial services with a fixed-price labor rate. Evaluation of proposals will be based on technical capability/expertise in the technical field, past performance, and price; with technical and past performance being more important than price. A resume/s of the person proposed to perform the work shall be submitted for evaluation purposes. FAR clauses appropriate for the small purchase, including clauses FAR 52.212-4, FAR 52.212-5, and FAR 239-1 shall be included in the resultant award. Security requirements are to the follow the base activity security requirements. Certifications shall be in ORCA. Proposals are due by 5:00 PM EST on 13 September 2007.
