Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Please submit all questions by email to Lynn_Albano@nps.gov. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19. This solicitation is a total small business set-aside, NAICS 336612, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for the product as shown. Gateway National Recreation Area has a requirement/need for two Sail Boats the operation of both public and permitted sailing programs. A high quality construction featured Sail Boat is imperative to ensure a safe and enjoyable sailing experience to the NPS visitors. The Sail Boats will be used for instructional purposes. The Sail Boats should hold approximately one instructor and four/five students. Must have swing keel to handle shallow water and sandbars. A high boom overhead would help to prevent the possibility of injury to the instructor as well as students. The boat requires a high gunnel that would protect student from falling out of boat during rough or choppy seas. Statement of Work: Title: Sail Boats 1.1 Scope of work. Provide and deliver two (2) 15 foot sailboats. 1.2 Delivery. Deliver and unload Boats to Gateway NRA, Floyd Bennett Field, Ryan Center. Boats shall be protected from damage during transport and unloading. Seven days prior to delivery contact Contracting Officer to coordinate delivery. 1.3 Specifications below represent the approximate dimensions that would meet the Government needs. a) Sailboats should be 15 feet in length. b) Beam approximately 5' 11" c) Total Sail Area 136 Square FT. d) Main- 100 Square FT. e) JIB 36 Square FT. f) weight approximately 525lbs. g) Mast Height 23'7" h) Overhead boom and swing keel Options should include; Mooring cover, Motor Mount, Tanbark Sails, Spinnaker Gear. Gateway NRA encourages the use of recycled or sustainable materials and will make this a part of the selection criteria. Documents to be included proposal; Detailed item description, detailed specifications and options. Applicable warranty information. Support parts and service locations. 3 References of proposed equipment, delivered in last three years, preferably being used in surf life-saving. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR provisions/clauses listed below apply. The deadline for receipt of quotes is September 10, 2007, at 4:30 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact.
