This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes will be evaluated on price, delivery terms, and technically acceptable. If the Online Representations and Certification Application (ORCA) has already been completed, a statement to that affect will be sufficient.
