- This is a notice of intent to award a sole source, firm-fixed price contract to View Systems, Inc., 1550 Caton Center Dr., STE E, Baltimore MD 21227-1513 for the following: One (1) Visual First Responder (VFR), Part #10234, Base System, Encryption Module, Decryption Module. One (1) training for use of the VFR system, Part # 10299. One (1) shipping for VFR. Items procured are for the 509th Civil Engineering Squadron/CEX, 660 10th Street, Suite 211, Whiteman AFB, MO 65305. The acquisition of this system can only be provided by the manufacturer (View Systems, Inc.) as known to fill the Government's need. This acquisition will be accomplished using commercial item procedures in accordance with the Federal Acquisition Regulation (FAR) Part 12 and in accordance with FAR 6.302-1 for Other Than Full & Open Competition. This notice is not a request for offers. The following provisions and clauses apply to this acquisition most recent to FAC 2005-19, DCN 20070802, and AFAC 2007-0531: FAR 52.211-6 Brand Name or Equal. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era.
