Description
The South Texas Veterans Health Care System (STVHCS), intends to negotiate a sole source procurement of specialized laboratory testing equipment with intends to procure on a sole source basis from Cepheid, 904 Caribbean Drive, Sunnyvale, CA 94089-1189. This system in North American Industry Classification System 334516 applies. The small business size standard is 500 emp. This procurement is being conducted in accordance with Federal Acquisition Regulation subpart 13.501(a)(2)(I), test program, using simplified acquisition procedures. Cepheid is believed to be a sole source provider for the GeneXpert XVI system and related expendables. This system is believed to have unique salient characteristics that are not available from any other source. The GeneXpert XVI system is the only known system that provides an automated solution for continuous surveillance of patients for colonization of antibiotic resistant Staphylococcus Aureus (MRSA) bacteria that may cause serious hospital infections.This system will provide a needed solution for rapidly identifying and isolating these patients to prevent spread of infections to other patients.This system is also being sought as the best solution for meeting the expectations of the national VA MRSA initiative.Reagent pricing is also being sought through Sept 2008.Individual orders will be place as needed.Potential contractors must provide an FDA approved, fully-integrated and automated analysis instrument for the rapid detection of MRSA from patient specimens. Acceptable solutions must allow flexibility for future expansion of testing, using the same instrumentation footprint to include, but not be limited to, Vancomycin Resistant Enterococcus, Clostridium difficile, and Enterovirus.Acceptable systems should be able to conduct the test and give results rapidly (measured in hours including preparatory time). There should be no requirement for a molecular trained technologist to operate the analyzer or to perform the test. This notice is not a request for competitive quotes; however, any firm that believes it can meet the above requirements must give written notification to the Contracting Officer prior to response date specified in this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determinations made based upon responses to this notice is solely within the discretion of the Government. No solicitation document is available and telephone submissions will not be accepted. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the procurement.
