- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Employee Education Service, Veterans Affairs Medical Center, Brecksville, Ohio propose to enter into a non-competitive commercial service contract with the Institute for Management Studies (IMS), 6580 South McCarran Boulevard, Suite B, Reno Nevada 89509 to reserve 100-one day seminar seats for professional and management development training. A market research was conducted and there is a reasonable basis to conclude that the services required are only available from this source. No other organization was found that allows members to be a part of the planning session and select the topics to be covered. The following provisions apply to this acquisition: 852.270-4 Commercial Advertising; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offer Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and conditions to Implement Statutes of Executive Orders-Commercial Items, including clauses incorporated by reference under Section (b) 15 through 21, and 33. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors responding to this announcement shall provide the information required in provisions 52.212-1 and a completed copy of 52.212-3. RITA.BONNER@VA.GOV
