- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers/quotes are being requested and a written solicitation will not be issued. Solicitation number DTSL55-07-Q-P0875 is issued as a request for quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The applicable NAICS code is 423730 and the size standard is 500 employees. This procurement is a total small business set-aside. Requirement as follows: Variable air volume (VAV) boxes to replace existing pneumatic VAV boxes, to be compatible with existing Andover p/n SU-HV-P Continuum SU software and connected to NetController p/n 8M-127-T, with the following components: a) Young model 4041-CF4 variable air volume damper, 4 pt. cross flow sensor, 3.5 in. extended shaft, b) Andover Controls p/n i2-850, 4 UI, 1 airflow, 3 FA relay, 1 tristate out, 1 sm/rm sens in, exp port, c) Extra set of male and female 3 pin connectors for comm. run, d) Andover Controls p/n LMX-24-3, actuator, 24 VAC/DC, 45 in-lb, floating, one meter cable, e) Electric/pneumatic air switch to control heat, f) Power and control distribution wiring and connectors, g) 5 micron Ramay filter with tubing between damper and i2-850. VAV boxes to be completely assembled including any material required but not listed above and in the following duct (damper) sizes: 1) 6 in. diameter, Quantity 18 each; 2) 8 in. diameter, Quantity 25 each, 3) 10 in. diameter, Quantity 3 each. Delivery FOB Destination by October 15, 2007 to Saint Lawrence Seaway Development Corporation, Attn: Receiving Warehouse, 251 Fregoe Road, Massena, NY 13662. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision is tailored to read (h) the Corporation will make one award to the offeror who provides the best value to the Corporation based on price and other price related factors contained in this notice. There are no technical factors to be evaluated therefore FAR provision 52.212-2 is not applicable. Offerors are required to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause, 52.212-4, Contract Terms and Conditions-Commercial Items is applicable to this acquisition.
