Description
The Office of Justice Programs (OJP), Bureau of Justice Statistic (BJS) intends to issue a delivery order on a sole source basis to FigLeaf Software, 1400 16th Street, NW, Washington, D.C. 20036, to provide continued support for the Data Online backend update and edit utility and to provide such capabilities for new data tables as they are added to the data warehouse. Support for this utility shall include trouble shooting problems on the BJS installation, providing information to the OJP OCIO concerning the operation and maintenance of the utility, and providing improvements to the existing interface. Providing such capabilities for new tables will occur after the table has been added to the data warehouse on our development environment. The specifications for each table and interface for both updating and editing will be created by the contractor and approved by BJS prior to proceeding to development. We anticipate the addition of up to twenty new tables during the next year. The tables will vary in size; many include State-by-State and regional data over time, while others will present local agency data. The BJS mission is to collect, analyze, publish, and disseminate information on crime, criminal offenders, victims of crime, and the operation of justice systems at all levels of government. These data are critical to Federal, State, and local policymakers in combating crime and ensuring that justice is both efficient and evenhanded. Since 1996, BJS has operated a website http://www.ojp.usdoj.gov/bjs/) to facilitate its dissemination efforts. Figleaf Software, Inc. created the update and edit utility used by BJS under a subcontract. Because they created the application, we feel that they are uniquely qualified to provide maintenance and extend the application to new additions to the data warehouse. In addition, the subcontractor, Figleaf Software, maintains a mirror of both the production and development environments for Data Online. This mirroring ensures that the software works as intended and facilitates trouble shooting when problems are encountered. Creation of similar mirrors by other contractors would take a considerable investment of time and money. Also, BJS staff would also be required to run acceptance tests on the contractor?s site which could delay implementation by many months. The current contractor is the original programmer of the custom application and is thereby expertly qualified to provide a quick completion of the modernization of the application. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3626, Washington, DC 20531, Attn : Karen L. Washington, by facsimile at (202) 307-0086 or by email at Karen.Stringfield@usdoj.gov within 5 days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the DOD Central Contractor Registration (CCR) database prior to receipt of award. If no competitive responses are received, an award will be made to FigLeaf Software.
