- The National Institute on Aging (NIA), IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Spacelabs Medical Data, Issaquah, WA for a lease of thirty (30) Spacelabs Model 90207 Ambulatory Blood Pressure Monitors with associated accessories: 30 Luer Connectors, 30 pouches with straps, 30 small (17-26cm) ABP cuffs, 30 regulator (24-32cm) ABP cuffs, 30 large (32-42cm) ABP cuffs, and 30 extra large (38050 cm) ABP cuffs. The award will also include shipping fees, insurance, duties and on-site training for 3 days in a field study being conducted by NIA in a remote village in Sardinia, Italy. Contractor will supply sufficient units to ensure 25 operational units are available at all items at the field study site, with the remaining units as designated spares or units under repair. The period of performance is anticipated to be one year. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253(c) (1), FAR 6.302(b) (1) The cited authority is applicable because Spacelabs is the only source that can fulfill the requirements of this contract after a market search was performed. The North American Industry Classification (NAICS) is 339111 and the size standard is 500. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or none basis to the lowest price, technically acceptable vendor.
