- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ # 7016. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 8/17/07. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. The Rocky Mountain Laboratories is seeking an 8A, Hubzone, Service Disabled Veteran or Small Business to provide a Volumetric Flow Cytometer. This instrument must have a complete fluidics system three lasers (20mW 488nm Blue Solid state Laser, 50mW 405 nm Violet Solid-state Laser, 25mW 635nm Red Diode Laser), configurations with 1 to 8 optical parameters with precision objective for high sensitivity detection of light scatter and fluorescence and a sample volume measurement system. A particle and cell sorter system must be part of the equipment. The Volumetric flow cytometer must also include a built-in industry standard computer with internal hard drive, 19inch TFT LCD display, and Windows XP compatible software for data acquisition and analysis. This piece of equipment must not exceed 19inx12inx26in due to space constraints, and must be suitable for use in BSL-3 setting. Vendor must include warranty information, provide initial training, and must be able to provide service under BSL-3 conditions. FOB point shall be Destination, Hamilton, MT. Inside delivery shall be not more than 90 days after receipt of order. Delivery location is Rocky Mountain Laboratories, 903 S 4th St, Hamilton, MT 59840. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) Warranty, and 3) Price. Warranty information to include period and coverage shall be stated.
