Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-07-481 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-18. The North American Industry Classification (NAICS) Code is 112990 and the business size standard is $0.75M. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure mouse breeding services from Taconic Farms, 273 Hover Avenue, Germantown, NY 12526. These services are for a BASE year with two (2) option years. The Molecular Signaling Section at The Laboratory of Bioorganic Chemistry (LBC), NIDDK has generated mutant mouse strains lacking M1-M5 muscarinic receptors (Mi-M5 single KO mice) as well as several muscarinic receptor double KO mice (M2/M4 KO; M2/M3 KO; M1/M4 KO). Since 2003, Taconic Farm has been breeding and maintaining small colonies (5 breeding cages each) of the above mouse lines (including control strains). The mouse strains described above only exist at Taconic. Taconic Farms service also includes the shipping of the mice to our more than 50 collaborators. This is a continuation of service and these mice and strains are an excellent source for animals needed for experiments that have been ongoing in the LBC. The LBC has been utilizing the mice and mice strains mentioned above from Taconic Farms and must maintain consistency with the animals still on study that were previously obtained from Taconic Farms. Changing variables at this time would prevent correct interpretation of experiment in progress. Analysis of these animals should clarify the physiological and pathophysiological roles that the individual muscarinic receptors play in vivo. Given the potential role of these receptor subtypes in human disease including diabetes and obesity, these mouse lines are of great potential therapeutic relevance. This notice of intent is not a request for competitive quotations however; all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors ? Commercial; 2) FAR Clause 52.212-2, Evaluation ? Commercial Items. As stated in FAR Clause 52.212-2 (a), ?The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.? The following factors shall be used to evaluate offers: Technical Evaluation, Price, and Past Performance; 3) FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders ? Commercial Items, Contract Terms and Conditions ? Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NIDDK; contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by September 21, 2007. The quotation must reference ?Solicitation number? NIH-NIDDK-07-481. All responsible sources must submit two (2) copies of a quotation, which if timely received, shall be considered by the agency.
